  • An individual who pays income tax consistently, their partner and their children are qualified. 
  • People holding permanent immigration visas in countries such as the UK, the USA, and Australia fall under the Non-ECR category. 
  • Individuals who have stayed abroad for over three years are eligible.
  • People aged over 50 are eligible. 
  • Seamen who have a Continuous Discharge Certificate (CDC), sea cadets, or deck cadets are qualified. 

Documents Required for Non-ECR Passport

Several documents are required to apply for a passport. Check according to your eligibility criteria. 

  • Educational qualifications- Secondary or higher secondary qualification certificate
  • Diplomatic or Official passport holder- Diplomatic passport 
  • Government Servicers- Identity proof, NOC (No Objections Letter), or PI (Prior Intimation Letter) 
  • Income Tax Payer- PAN Card and last filed ITR Statement 
  • Individuals having a permanent immigration visa- Copy of immigration visa or the Permanent Resident (PR) of the country of stay
  • Persons who stayed abroad for more than 3 years- Copy of Passport
  • Individual above 50 years- Birth certificate issued by the Municipal Authority
  • Seaman having CDC, Sea cadets, and Deck cadets- Continuous Discharge Certificate (CDC) only
  • Spouses & Children- Marriage certificate, birth certificate of children, and school-leaving certificate

How to Apply for a Non-ECR Passport? 

Follow the simple steps to apply for a Non-ECR passport: 

  1. Start your registration and log in at the Passport Seva website 
  2. Select ‘Apply for New Passport’ or ‘Reissue of Passport’
  3. Fill out the  details carefully, including personal, educational, and employment information
  4. Select the ECNR option in the form
  5. Upload the required documents to prove non- ECR status and submit the passport fees
  6. Schedule an appointment at the nearest Passport Seva Kendra (PSK) or Regional Passport Office (RPO)
  7. Attend the appointment with original documents, complete biometrics, and police verification if needed

After you complete the above procedure, your passport will be delivered to your address once your application is approved.
