LTIMindtree Wins Tender for PAN 2.0: Sources

The government’s PAN 2.0 initiative intends to centralize all services pertaining to Permanent Account Numbers (PAN) and Tax Deduction and Collection Account Numbers (TAN) within a unified platform. This platform is projected to be operational within 18 months, as reported by sources from the Central Board of Direct Taxes. The project was awarded to LTI Mindtree following a competitive bidding process, with an adjusted bid amount of ₹792.5 crore, according to sources.

The project, approved by the Cabinet Committee on Economic Affairs (CCEA), will handle various aspects such as PAN and TAN allotment, updates, corrections, Aadhaar-PAN linking, re-issuance requests, and online validation. Previously, these services were spread across three different portals: the e-filing portal, UTI Infrastructure Technology and Services Ltd portal, and Protean e-Gov Portal.

The goal of PAN 2.0 is to simplify processes, improve service quality, speed up delivery, and enhance grievance redressal through new technologies. LTI Mindtree will be responsible for designing, procuring, developing, installing, commissioning, operating, and maintaining the entire infrastructure, including hardware, software, networking, and PCs. They will also migrate legacy data and ensure seamless integration with existing systems.

LTI Mindtree outbid three other companies. CSC e-Governance Services did not meet qualification criteria, NSDL e-Governance Infrastructure did not pass technical evaluation, and Tata Consultancy Services’ bid was rejected for being non-responsive.

The project was officially approved by the CCEA on November 25, 2024. An LTIMindtree spokesperson confirmed the award, highlighting that PAN 2.0 aims to enhance the PAN issuance process and security through technological innovation.
