Russia is nearing approval for approximately 25 fishery units in India, allowing them to supply the country, Commerce and Industry Minister Piyush Goyal said on Tuesday, November 18, 2025.
Recently, the European Union (EU) approved an additional 102 Indian marine product units for export. Goyal stated in New Delhi, “Russia is also on track to approve nearly 25 fishery establishments.
He also noted that India is engaging with several countries, including the UAE, to diversify its shrimp and fish exports.
This development is crucial for expanding India’s shrimp exports, which have been significantly impacted by a 50% tariff imposed by the U.S. In 2024- 25, India’s shrimp exports totalled $4.88 billion, making up 66% of total seafood exports.
When asked about the progress on the proposed India-EU free trade agreement, Goyal expressed optimism, stating: “I am very confident that in the coming months we should be able to come to an understanding with the EU, pending resolution of some remaining issues under negotiation.”
This initiative is intended to reduce the ongoing tariff tensions with the USA. This is done to open the new customer for India in the Russian market. Also, at this point, India is utilising diversification, not relying on a single market and selling its products in different countries.

Also, this approval is a testament to Russia’s trust and reliability in Indian fisheries units, and, with it, Russia has also approved over 100 more Indian seafood units for export, creating even more opportunities for Indian exporters.
